Founder | Strategic Operations & Compliance Advisor
Samantha Moore founded J&S Consulting after years of working inside growing organizations, watching firsthand how operational gaps, compliance failures, and unclear systems can quietly undermine even the most well-led teams. That experience shaped a clear mission: help organizations build the internal structure, compliance frameworks, and leadership systems required for sustainable, accountable growth.
Her work spans operational strategy, regulatory compliance, organizational development, and workforce management. She specializes in supporting leadership teams moving from reactive operations to clear, documented systems, with deep expertise in state and federal grant compliance, workforce documentation, I-9 compliance, and building operational infrastructure for organizations navigating rapid growth.
Samantha holds a Master of Business Administration with a concentration in Strategic Leadership from Missouri Baptist University and is currently pursuing a Master of Legal Studies with concentrations in Business Compliance, HR and Employment Law, and Contract Law through Texas A&M School of Law. She also holds an AI Professional Certification, which she integrates into her compliance frameworks and operational systems work, bringing a modern, technology-informed lens to the challenges organizations face today.

Transportation & Logistics Operations Advisor
Jon Moore brings more than 28 years of hands-on experience in the trucking and freight industry, including 15 years as an owner-operator. That combination of frontline and ownership experience gives him a practical understanding of transportation operations that goes well beyond theory.
His career spans every level of the industry, from driver and trainer to operational overseer across fleet and warehouse environments. Jon's expertise covers route logistics, equipment coordination, driver management, freight movement, and day-to-day oversight across complex transportation networks. He has also spent years working alternatively in the concrete industry, operating pump trucks, concrete trucks, and managing batch work, rounding out a hands-on career built across multiple demanding industries. He partners with organizations to strengthen transportation operations, improve logistics coordination, and build the systems needed to increase efficiency across supply chain environments.
Jon holds a Business degree from Missouri Baptist University.

Government Affairs & Strategic Partnerships Advisor
Bill Mitchell brings more than 25 years of leadership experience across workforce development, governmental affairs, education, and nonprofit leadership — with a consistent focus on building strategic partnerships that strengthen workforce pipelines and support long-term industry growth.
His career has included extensive work with government leaders and agencies at the city, county, state, and federal levels, particularly in the education, power, and energy sectors. Bill has partnered with corporate leadership, educational institutions, and government agencies to develop programs, secure grant funding, and connect emerging talent with critical industries.
His work at J&S Consulting focuses on helping organizations navigate complex regulatory and policy environments, engage meaningfully with public sector partners, and build the strategic relationships that support sustained growth.

Operations & Human Resources Advisor
Hillary Jones is an operations and human resources professional with more than 20 years of experience supporting organizational management, employee relations, and administrative operations across nonprofit and private sector environments.
Her background includes founding and operating a nonprofit organization dedicated to supporting veterans, as well as entrepreneurial experience owning and operating a business where she managed bookkeeping, administrative functions, and day-to-day operations. That combination of mission-driven and business experience informs her practical, people-centered approach to HR and operations.
Hillary specializes in multi-state employment practices, employment law considerations, workforce documentation, and I-9 compliance. Her work helps growing organizations build stronger HR systems, improve operational structure, and maintain compliance across expanding teams. Hillary holds an AI Professional Certification from the AI Certification Summit, supporting her work in helping organizations integrate modern operational and HR practices.

Administrative Logistics & Operations Specialist
Madison Myers is an Administrative Logistics and Operations Specialist with a background in human resources and transportation compliance. She focuses on helping organizations in the transportation and logistics space build the internal systems, documentation, and compliance frameworks needed to operate efficiently and responsibly.
Her work sits at the intersection of FMCSA regulatory compliance and the HR infrastructure that keeps a workforce running smoothly, an area where growing carriers and logistics companies frequently find themselves stretched thin. Madison partners closely with clients to identify compliance gaps, strengthen workforce documentation, and build operational systems that reduce risk before it becomes liability.
Madison holds a bachelor's degree from the University of Missouri and has earned multiple professional certifications in human resources. Her approach is hands-on and client-focused, working alongside leadership teams rather than simply delivering recommendations from a distance.
Outside of her consulting work, Madison serves as a Director for her church choir and shares her love of music as an independent instructor providing private lessons to students of all ages, a reflection of the same commitment to mentorship, leadership, and community that she brings to every client relationship.
