Samantha Moore founded J&S Consulting to help organizations solve the problems that often sit beneath their most visible challenges. When responsibilities are unclear, records are inconsistent, contracts do not reflect how work is actually performed, or compliance is handled only when a deadline arrives, even capable teams can struggle to grow. Samantha works alongside leadership to identify those gaps and build practical systems that support stronger decisions, clearer accountability, and sustainable operations.

Her experience spans large corporate environments, growing startups, and nonprofit organizations. She brings a broad view of how people, budgets, contracts, policies, and daily operations affect one another. Rather than treating each issue in isolation, Samantha helps leaders understand what is happening across the organization and decide what needs to change first.

Through J&S Consulting, Samantha advises on business compliance, HR and employment practices, regulatory requirements, operational strategy, workforce management, and organizational development. Her work includes developing policies and procedures, clarifying roles and decision-making authority, improving documentation, and helping teams put new processes into practice. She also supports contract writing and negotiations, helping organizations define expectations, responsibilities, and deliverables before misunderstandings arise.

Samantha has a particular specialty in the nonprofit space, where ambitious missions must be supported by sound financial and operational practices. She assists with grant writing, grant management, reporting processes, workforce documentation, and the internal controls needed to demonstrate responsible use of funds. She understands the pressure nonprofit leaders face to deliver services, meet funding requirements, and build an organization that can sustain its work over time.

Whether working with an established company or a new organization building its foundation, Samantha brings a direct, collaborative approach. She helps leadership teams move from reacting to problems as they appear toward making informed decisions with clear processes, reliable information, and defined ownership.

Samantha holds a Master of Business Administration in Strategic Leadership and Management from Missouri Baptist University and is in the final stages of completing her Master of Legal Studies at Texas A&M School of Law, with concentrations in Business Compliance, HR and Employment Law, and Contract Law. She also holds an AI Professional Certification.

Government Affairs & Strategic Partnerships Advisor

Bill Mitchell brings more than 25 years of leadership experience across workforce development, governmental affairs, education, and nonprofit leadership — with a consistent focus on building strategic partnerships that strengthen workforce pipelines and support long-term industry growth.

His career has included extensive work with government leaders and agencies at the city, county, state, and federal levels, particularly in the education, power, and energy sectors. Bill has partnered with corporate leadership, educational institutions, and government agencies to develop programs, secure grant funding, and connect emerging talent with critical industries.

His work at J&S Consulting focuses on helping organizations navigate complex regulatory and policy environments, engage meaningfully with public sector partners, and build the strategic relationships that support sustained growth.

Client Experience & Program Coordinator

Madison Myers brings experience in client service, education, and operations to J&S Consulting. In her roles with an eye care practice, a national retail account, and a school, she has coordinated busy workflows, resolved client concerns, trained team members, and kept communication clear among the people involved.

Madison helps J&S clients stay connected and organized throughout a project. She supports scheduling, follow-up, program coordination, and the practical rollout of new processes. Her experience as a music educator, private instructor, and choir director also brings a natural strength in teaching, listening, and helping people feel comfortable learning something new.

Madison holds a Bachelor of Music from the University of Missouri–Columbia, with a minor in Business.
